Jay Houghton has joined PowerWorks, a wind power developer based in Tracy, Calif., as its vice president and general counsel, reporting to the company's president, Rick Koebbe.
Houghton comes to PowerWorks from Thelen, Reid, Brown, Raysman & Steiner LLP, where he practiced litigation in the firm's internationally renowned construction group. During his tenure at Thelen, Houghton gained broad experience advising public and private companies, engineering and design firms, and contractors and subcontractors, including the world's largest fossil fuel and wind energy infrastructure builders.
In addition to having developed an in-depth working knowledge of energy-related construction issues, he counseled clients on a variety of other issues, such as project development and finance, real estate, employment, antitrust, banking and intellectual property.
Houghton received his juris doctor from University of California at Berkeley School of Law, Boalt Hall.
