Roger D. Stark has joined Ballard Spahr LLP as a partner. He joins the firm's energy and project finance group, and will handle energy-related project development and financing transactions, mergers and acquisitions, public-private partnerships and infrastructure-development matters.
Stark has advised on the structuring and financing of traditional, renewable and clean technology energy projects, including lease-purchase financings and structured energy receivables financings.
He also advises on cross-border matters, particularly in Latin America, and has energy regulatory and litigation experience, including representing clients before the Federal Energy Regulatory Commission and state utility commissions.
Stark comes to the firm from Curtis, Mallet-Prevost, Colt & Mosle LLP in Washington, D.C., where he was a partner.
