Denver-based Xcel Energy has filed its 2008 Renewable Energy Compliance Plan with the Colorado Public Utilities Commission (CPUC). This plan complements the recently filed 2007 Colorado Resource Plan.
The compliance plan addresses how the company will meet the new renewable portfolio standard approved by the 2007 Colorado State Legislature, and how the 2007 Colorado Resource Plan can be accommodated under the retail rate limits in that law.
Xcel is asking the CPUC to increase the renewable energy standard adjustment (RESA) from the current level of six-tenths of 1% to the legislatively authorized 2% on customers' electricity bills.
The RESA will be used to acquire more wind and solar power. That process will begin in early 2008 when the company plans to issue three requests for proposals for large on-site solar power systems between 100 kW and 2 MW; up to 25 MW of central solar power; and 300 MW of new wind projects.
