OEB Proposes Transmission System Code Amendments

The Ontario Energy Board (OEB), which regulates the province's electricity and natural gas sectors, has released a notice of proposal asking for written comments on proposed amendments to the transmission system code regarding cost responsibility associated with the transmission connection of generation facilities that form part of renewable resource clusters.

The proposed changes are intended to promote the implementation of the government's policy objectives by facilitating the timely and economically efficient connection of generation facilities within renewable resource clusters in a manner that does not create undue risk for ratepayers.

The proposed approach would actively engage transmitters in the design, development and construction of transmission facilities. At the same time, each generator in the cluster that connects to the enabler facility would be responsible for paying a proportional share of the costs of the facility. Interested parties are invited to submit written comments on the proposed amendments by Dec. 1.
