International Power Canada has commissioned the Harrow wind farm in Essex County, Ontario. The wind farm, which consists of four projects, was developed under Ontario's Renewable Energy Standard Offer Program. Each project has an installed capacity of 10 MW, for a total of 40 MW.

Construction of the C$110 million wind project began in October 2009. AMEC Black & MacDonald served as the general contractors on the project. The construction team was primarily made up of local laborers, electricians and ironworkers.

The project, located on private lands near the community of Harrow, comprises 24 V82 1.65 MW Vestas turbines. Electricity generated by the wind farm will be sold to the Ontario Power Authority. The government of Canada will invest C$11.2 million over 10 years through its ecoENERGY for Renewable Power program.
