The agreement marks the first time that U.S. and China entities will jointly develop a utility-scale wind power project.
According to the agreement, commercial banks in China are expected to finance the $1.5 billion project.
Austin, Texas-based Cielo Wind develops, owns and operates more than 1,100 MW of installed capacity in the Southwest.
A-Power Energy will supply 240 2.5 MW turbines, which will be manufactured at A-Power's Shenyang production facilities. A-Power is expected to start shipping the wind turbines in March 2010 and will complete delivery by March 2011.
