Discussions between Xcel Energy Inc. and the City of Boulder over a proposed wind farm have ended, the St. Paul Business Journal reports.
The sticking point was a 20-year franchise agreement proposed by Xcel that would allow the company to continue to provide power to the city. City officials say a 20-year agreement is too long.
In May, Xcel proposed asking Boulder voters to approve the construction of a 200 MW wind farm, saying the farm could supply 90% of the city's energy needs.
