effort to reduce greenhouse gas (GHG) emissions, the U.S. Department of State is currently soliciting organizations through UNICOR Federal Prison Industries to provide retail renewable energy through a 20-year power purchase agreement (PPA) for buildings in the District of Columbia and Maryland that fall within PJM Interconnection. The project aims to meet the challenges set forth by the new Presidential Executive Order 13514 to reduce GHGs, the overall goal of which is to reduce emissions while remaining cost-neutral to current retail energy pricing. Firms responding to the project must be able to provide approximately 120,000 MWh of energy distribution annually, combined with natural-gas generation. The PPA is estimated to be awarded this September in order to give eligible providers time to meet requirements under Section 1603 of the American Recovery and Reinvestment Act.
