Denver-based Xcel Energy is seeking to acquire approximately 2,200 MW of electric generation supply for its Colorado customers between now and 2015, through an all-source request for proposals (RFP). The RFP is part of the most recent 2007 Colorado Resource Plan approved by state regulators in December 2008.

Xcel Energy is seeking to add up to 700 MW of wind and solar generation through the RFP. In addition, the company will consider acquiring up to 600 MW from solar thermal generation with storage capability or natural-gas backup.

Under Colorado Public Utilities Commission (CPUC) rules, all forms of electric generation greater than 30 MW – both fossil fuels and renewables – can be bid, although this RFP restricts coal-fired bids to those from facilities that capture and sequester at least half of their carbon dioxide emissions.

Xcel will sponsor a pre-bid conference Jan. 28 in Denver. The company expects to complete the resource evaluation process by this fall. An independent evaluator selected by the CPUC will perform a parallel evaluation of proposals.

Xcel Energy's Southwestern Public Service Co. (SPS) is seeking a request for proposals (RFP) for more than 1,000 MW of additional power for its Texas-New Mexico electrical system to meet growing demands for electricity across the region.

In the last three months, the company has issued three separate RFPs, seeking up to 800 MW of dispatchable power, which could come from various fuel types, and up to 250 MW of additional wind power.

Proposals for up to 200 MW of additional dispatchable power are needed for delivery beginning in 2010 and 2011. Proposals for this solicitation were received in early October. In addition, proposals for an additional 600 MW of dispatchable power are being sought for delivery beginning in 2012 and 2013.

The company is requesting that the wind resources be available between 2010 and 2012 at the latest, and that they be located in the Texas portion of the SPS service area. Any new power purchase agreements would be subject to all necessary regulatory approvals, including regulatory approval in the states SPS serves.

The company is seeking to acquire up to 150 MW of generation through this solicitation in support of the Colorado Resource Plan. The company will consider resources with commercial operation dates through 2012.

Minneapolis-based Xcel Energy has issued a request for proposals (RFP) for 500 MW of wind power to help it meet Minnesota's renewable portfolio standard. Under the company's preferred option, once the project is built, its ownership would be transferred to Xcel Energy. The company will consider resources with commercial operation dates through 2011.

Xcel plans to add 2,600 MW of wind resources to its system by 2020, in addition to the 1,300 MW of wind resource scheduled to be online by the end of 2008.

Deadline: Feb. 29, 2008.
