NYPA Issues RFP

The New York Power Authority (NYPA) has issued a request for proposal (RFP) to install a distributed wind power system on the campus of State University of New York (SUNY) at Canton.

The turbine will be owned by SUNY Canton and will operate as a grid parallel on-site generator. The turbine output will be automatically isolated from the grid in the event of loss of utility power. The installation will conform to the local utility's interconnection requirements and the New York State Public Service Commission's standardized interconnection requirements.

Power generated by the wind power system will offset SUNY Canton's power consumption and is not intended for sale on the wholesale electricity market. However, net metering is an option for this project.


The project will consist of a single wind turbine in the range of 200 kW to 2 MW. The turbine selected must be in compliance with IEC 61400.

The final design capacity of the wind turbine will be installed shall be subject to proposals received, a review of wind resource data, facility load profiles, equipment availability and local zoning restrictions.

The wind turbine will shall have a basic data acquisition system capable of recording input from anemometers, temperature sensors, electrical current, voltage, energy and power, and be capable of real-time display of these monitored variables on the campus network. A supervisory control and data acquisition monitoring system is preferred, the details of which should be provided in the proposal.

Installation of a separate tilt-up meteorological tower is required and should be submitted as a separate line item.
