U.S.-based offshore wind developer Cape Wind has signed a consulting services agreement with the North America division of PMSS – a European offshore wind consulting firm and a part of the TUV SUD group.

Under the agreement, PMSS will assist Cape Wind's project management team. The PMSS staff will be a collaboration of both U.S. engineers and consultants and U.K. offshore wind experts, and will provide expertise in environmental, health and safety, quality assurance, risk management and other strategic advice.

This announcement follows a recent financing milestone, when Cape Wind signed a term sheet to engage The Bank of Tokyo-Mitsubishi UFJ as its coordinating lead arranger of the commercial-bank portion of the total debt financing for the 468 MW offshore wind farm, to be located off the coast of Massachusetts in Nantucket Sound.

"We are tremendously pleased to be assisting Cape Wind with the realization of North America's first commercial-scale offshore wind energy project. Cape Wind is the flag-ship U.S. project, has an outstanding project team, and we are thrilled to be part of the team on the ramp up to financial close and into construction," says Sebastian Chivers, senior vice president at PMSS.

Cape Wind says it expects to complete project financing and begin construction by the end of the year.
